Immigrant communities residing and even permanently settled in Australia, in many cases with dual citizenship, seek out and are invited to maintain a link with their origin countries. Over the last few decades this has emerged through the involvement of former immigrants voting and in some cases providing representation in diaspora parliaments. Developments in this field indicate that diaspora parliaments will become more important and Australia needs to understand and navigate around these developments. The case in which Italians abroad were provided with the right to vote and be represented within the Italian parliament was a notable case in point. Italian legislation in 2001 allowed for Italians abroad to vote and be represented through parliamentary representation. This case provided some thorny issues for Australia which directly addressed matters of dual citizenship, Australian sovereignty, loyalties and national identity. This book is about how the Australian government confronted this matter from a policy development standpoint: at first carefully, then in a sudden rush at the end, with little transparency or focus on precedent. The book provides previously unpublished material pertaining to correspondence within government ministries and departments on this matter made available under the provision of freedom of information. The material is supported by personal testimonies of Australian Ministers and Ambassadors and their understanding of the Australian approach towards the notion of diaspora representation from immigrant community groups which have made Australia their home.

Bruno Mascitelli is a Senior Lecturer at Swinburne University of Technology. Before joining academia, Bruno worked for Austrade (Australian Trade Commission) in Italy for over 17 years and was primarily engaged in export promotion of Australian products into the Italian market. He completed his PhD at Melbourne University in 2005. He has co-authored with Simone Battiston “The Italian expatriate vote in Australia” (Connor Court Publishing, 2008) and “Il Globo: 50 years of an Italian newspaper in Australia”. His research interests include Italian-Australian Studies, Italian politics and International business.

Rory Steele graduated from Oxford University with a BA in Modern Languages. He joined the Australian Diplomatic Service in 1969 and served overseas in Accra (Ghana), Seoul (South Korea), Cairo (Egypt), and Geneva (Switzerland). He was Australian Ambassador to Iraq from 1986 to 1988, and subsequently Assistant Secretary, Strategic Assessments Branch, in the Department of Foreign Affairs and Trade. He served as Australian Ambassador to Italy from 1997 to 2001.

Simone Battiston is the Cassamarca lecturer in Italian at Swinburne University of Technology. Simone came to Australia in 2000. He is a history graduate from the University of Trieste (Italy). He completed his PhD in Italian Migration Studies at La Trobe University in 2004. He has published widely on the issue of Italian expatriate voting and he has co-authored along with Bruno Mascitelli “The Italian expatriate vote in Australia” (Connor Court Publishing, 2008). His research interests include Italian- Australian Studies, history of grassroots organisations and artisan history.
